President Kagame Appoints New Prime Minister

The President of the Republic of Rwanda, Paul Kagame, has appointed a new Prime Minister, Dr. Justin Nsengiyumva, replacing Dr. Edouard Ngirente who had served in the position for eight years.

This transition in the top leadership of the Rwandan Government was made public by the Prime Minister’s Office on the evening of Wednesday, July 23, 2025.

According to the official communiqué: “His Excellency Paul Kagame, President of the Republic, has appointed Dr. Justin Nsengiyumva as the new Prime Minister.”

Dr. Nsengiyumva takes over from Dr. Ngirente, who first assumed the role in 2017 and was reappointed in the current mandate that began in 2024.

Before this latest designation, Dr. Nsengiyumva had spent five months serving as Deputy Governor of the National Bank of Rwanda, a role he began in February this year.

He holds a doctorate in Economics from the University of Leicester in the United Kingdom and is recognized as a seasoned economic expert with significant experience both in Rwanda and abroad. Since April 2017, he had been employed as a Senior Economic Adviser in the UK Government’s Department for Transport.

His earlier leadership roles include serving as the Permanent Secretary in Rwanda’s Ministry of Education in 2008 and in the Ministry of Trade and Industry from 2005 to 2008.
